ChatGPT Ads Policies and Approval Problems

Most ChatGPT Ads approval problems come from a short list of causes: verification, industry eligibility, claims, the landing page, and crawler access. Here is what each means and how to fix it.

Why are ChatGPT Ads rejected or not approved?

ChatGPT Ads are usually rejected for one of six reasons: the business could not be verified, the industry is prohibited or restricted, the ad makes a misleading claim, the landing page doesn’t match the ad or advertiser, the domain doesn’t match the advertiser, or OpenAI’s crawler can’t reach the page. Each has its own fix.

Confirmed: OpenAI lists these issues and their fixes in troubleshooting onboarding and policy issues. The rules themselves are in the ad policies, updated September 10, 2026.

What are the common problems and fixes?

The common problems follow a pattern: verification needs accurate business details, industry and geography rules decide what can run where, and ads and pages must match the advertiser and the offer. The table lists each with OpenAI’s suggested fix.

Which categories are prohibited or restricted?

OpenAI prohibits ads for categories including adult content, alcohol and tobacco, counterfeit goods, gambling, recreational drugs, scams, political content and sensitive social issues. Financial services, healthcare, legal services, housing and jobs are restricted: they may be approved case by case in the US and are mostly prohibited elsewhere.

Most B2B SaaS categories are allowed, but products that touch finance, health, legal work or hiring may fall into restricted categories. Check the current policy for your category and each country you plan to target before building the campaign.

What claims and destinations cause rejections?

Claims cause rejections when they are unfounded, including claims about capabilities, pricing, outcomes, affiliations or comparisons. Destinations cause rejections when they don’t clearly relate to the advertiser and the offer. For B2B SaaS, the usual problems are unsupported results, such as “cut costs by 50%”, and ads linking to generic pages.

Keep every number substantiated on the page, name comparisons fairly, and send each ad to a page about its offer. The landing page guide covers structure.

Founder rule

Make the page prove the ad.

Most rejections are about trust. If every claim in the ad is visible and supported on the landing page, most review problems disappear.

Where should you check the current rules?

Check three places before each campaign: OpenAI’s ad policies for prohibited and restricted categories, the Ads Manager availability page for countries, and the rejection reason shown in Ads Manager for any ad not serving. The policies changed in September 2026 and will keep changing during the beta.

  1. Read the current ad policies for your category.
  2. Confirm your country and target countries on the availability page.
  3. Check that landing pages allow OAI-AdsBot.
  4. Make sure every claim in the ad is supported on the page.
  5. Use the appeal option in Ads Manager if you believe a decision is wrong.
