How do Canadian security companies sell to government?
Government buyers purchase security products and services through formal channels with their own rules, timelines and paperwork. Recent federal changes favour Canadian suppliers and small businesses, and defence work now brings its own certification. This page walks through where to register, which programs fit a security company, and what marketing should prepare.
How do Canadian security companies sell to government?
Mostly through formal procurement: register as a supplier, find solicitations on the right portal, and submit bids that meet every mandatory requirement. Federally that means CanadaBuys; for innovative products not yet sold widely, Innovative Solutions Canada can fund a government department to test them; provinces such as Ontario run their own tender portals.
Marketing's job changes here. Instead of generating leads, it supplies the evidence evaluators score: clear service descriptions, Canadian footprint, security documentation, case studies government buyers can relate to, and certifications such as CPCSC Level 1 where a defence contract requires it.
The method for any Canadian startup is in the guide to selling to the Government of Canada. This page applies it to security companies.
How do you register to bid on federal contracts?
CanadaBuys lists the steps for selling to the federal government through Public Services and Procurement Canada:
- Get a CRA business number, if you do not have one.
- Create a free SAP Business Network account.
- Complete your company profile.
- Complete the Government of Canada questionnaire, which is required before you can bid.
- Find and bid on tender opportunities on CanadaBuys.
ShoutEx view: set saved searches for the terms your buyers use, not only your category name. Security work appears under managed services, incident response, vulnerability assessment, training, cloud and IT services. Read a few past awards in your area to learn how departments describe what they buy, then use that language in your bid library and on your website.
What do Buy Canadian and the small-business changes mean for security vendors?
The federal Buy Canadian Policy, announced in December 2025, favours bids with more Canadian content in strategic federal procurements and is aimed at companies with "a real footprint in Canada". In July 2026, PSPC said the Buy Canadian threshold dropped from $25 million to $5 million on June 15, 2026, which it estimates means roughly five times as many procurements now apply Canadian preference.
The same backgrounder describes changes aimed at small businesses. Phase 1, in summer 2026, brings procurements designed with small businesses in mind, an improved Procura chatbot and standard templates. Phase 2, planned by the end of 2026, adds plain-language tender summaries, "Tell Us Once", structured response formats, completeness checks and a supplier recognition program.
For a Canadian security company, the practical message is to make your Canadian footprint easy to verify. Show where your team works, where customer data is processed and stored, where your SOC or testers sit, and which parts of the product were built here. Those facts also help in regulated sectors that ask about data residency.
Is Innovative Solutions Canada a fit for a security product?
The ISC Testing Stream pays for a government department to test an innovation in its own operations. The eligibility page sets out the main conditions:
- A small business call for for-profit entities with 499 or fewer full-time equivalent employees, and a separate call for large companies and non-business entities.
- A Canadian bidder.
- At least 80% of the financial proposal's costs for Canadian goods or services.
- A minimum Technology Readiness Level of 7.
- Government departments test the innovation in operational settings.
Contract values are set in the solicitation documents, so check the current call rather than relying on a figure from an older one. PSPC's July 2026 backgrounder says ISC receives $79.9 million over five years starting in 2026-27. The Innovative Solutions Canada guide covers the program in more depth.
ShoutEx view: ISC suits security products that are deployable but lack a reference customer in government. A successful test gives you an operational case study, a departmental contact and evidence for later bids. Plan the case study from day one, with the department's approval process in mind.
Treat government as a segment with its own plan, not a side project.
Bids reward companies that prepare months ahead: registrations, past-performance write-ups, security documentation and a named bid owner. A team that only reacts to tenders usually runs out of time.
What is CPCSC and when does it apply?
The Canadian Program for Cyber Security Certification sets cyber security requirements for defence suppliers. PSPC's April 2026 announcement says Level 1 has been introduced and that certification will be required in "select defence contracts beginning in Summer 2026", initially at contract award only.
Two groups of security companies should pay attention. If you sell into the defence supply chain yourself, you may need certification to win those contracts. If you are a compliance or vCISO firm, defence suppliers need help reaching it, which is a clear, deadline-driven offer. The levels and how they compare with the US CMMC program are on compliance and vCISO marketing.
How do provincial governments such as Ontario buy security services?
Provinces run their own procurement. In Ontario, open competitive procurements are posted on Supply Ontario's Ontario Tenders Portal, and organizations outside the Ontario Public Service access vendor-of-record arrangements through Supply Ontario, according to the province's page on doing business with the Government of Ontario. The Buy Ontario Act, 2025 led to two new procurement directives. Dollar thresholds vary; read the current directives rather than relying on a summary.
Broader public sector buyers such as hospitals, school boards and municipalities often buy security services too, sometimes through shared arrangements. Each has its own process, so map the ones that matter in your region and track their posting sites alongside the federal and provincial portals.
What should marketing prepare for government bids?
Most of a bid is evidence. Build it once and keep it current, so the bid team assembles rather than writes from scratch.
| Item | What it contains | Owner | Refresh |
|---|---|---|---|
| Registrations | CRA number, SAP Business Network, GC questionnaire, provincial portal accounts | Operations | Yearly |
| Capability statement | Services, products, team, Canadian footprint, contact | Marketing | Quarterly |
| Past performance write-ups | Scope, outcome, contact who agreed to be named | Marketing and delivery | After each project |
| Security documentation | Certifications held, policies, data residency facts | Security lead | On change |
| Certification status | CPCSC Level 1 if pursuing defence work | Security lead | Yearly |
| Pricing templates | Rate cards and price breakdowns that match the tender format | Finance | Per bid |
What to measure
- Bids submitted, and the share that pass mandatory requirements.
- Win rate on bids you chose to pursue, compared with bids you entered late.
- Time from tender posting to submission, a sign of how ready your library is.
- Revenue from public sector customers as a share of new revenue.
Public sector experience also helps abroad. US government buyers have their own frameworks, covered in US expansion. This is general information, not legal advice; check with counsel.
