A law firm site needs one page per practice area, a page per common matter inside it, a page for each lawyer, a fees and consultations page, and a page for each office. Each page should say what the matter involves in your province, who at the firm handles it, how fees work and how to book.
The map pack is driven by relevance, distance and prominence: an accurate Google Business Profile with the right primary category, a staffed office near the searcher, and signals such as reviews and mentions on other sites. You cannot buy a place there, but you can make every signal you control accurate.

Choose the closest primary category and add others only for work the office really does.
